Dear Mr. Cowell,

Hong Kong Smuggling.

We have had a further telegram from Hong Kong dated January 30th as follows:-

"Confidential information, Hong Kong Government "propose wait for effect of Hong Kong Ordinance "5th December, Inspector-General of Customs informed "them cannot be effectively deterred (by) unless "Hong Kong Government initiate prevention (of) "themselves, intermittent fines useless, readily "paid, also include junks."

We have no information, whether laze has now been empowered

enigmal to sign the Customs agreement, which was turned down by the Canton people, and it may be that he wants the Hong Kong Government to provide the service, towards the cost of which it is obviously very well worth his while to make some con-

tribution. As a matter of fact according to a man just home from China, to whom I was talking the other day, armed preventive launches, obviously belonging to the Maritime Customs, have been engaged in a considerable number of scraps in the waters round Hong Kong, in which there has been some loss of life, so that the Customs are obviously doing something
